Countries are selected by a weighted random draw using EM-DAT reported climate-related disaster events from 2006–2025. The weights combine 75% historical event frequency and a 25% adjustment for changes in reported events between 2006–2015 and 2016–2025. A minimum weight keeps all 38 locations playable.
ND-GAIN 2024 vulnerability and readiness values are shown as context on country cards. They do not affect the draw. Puerto Rico has no separate ND-GAIN country score.
