The wheel includes 19 Western and 19 Global South countries, alternating around the wheel. These are editorial groupings rather than universally agreed classifications. Countries are selected by a weighted random draw using EM-DAT reported climate-related disaster events from 2006–2025. The weights combine 75% historical event frequency and a 25% adjustment for changes in reported events between 2006–2015 and 2016–2025. A minimum weight keeps all 38 locations playable.
ND-GAIN 2024 vulnerability and readiness values are shown as context on country cards. They do not affect the draw. The 38 slots include 19 Western countries and 19 Global South countries; these are editorial groupings rather than universally agreed classifications.
